The Secretariat of the WTO is seeking to fill the position of Systems and Operations Engineer in the Systems and Operations Sections of the Information Technology Solutions Division.

General Functions

The Information Technology Solutions Division ensures the efficient operation of the WTO's information technology (IT) infrastructure as well as the development and support of the necessary systems to cover the needs of WTO members and the WTO Secretariat. In response to changing needs and fast-evolving technology, the Division performs the necessary research and work needed to constantly enhance IT services and procedures, to comply with the core mandate of the organization and to better facilitate the dissemination of information to WTO Members and the public through the Internet and specialized databases. The Division also ensures the efficient operation of the IT and communication infrastructure for special events such as Ministerial Conferences.

The WTO's data centre is located on its premises and consists of 100 physical servers and around 80 virtual servers. Enterprise storage solutions are based on NAS, SAN and DAS. Enterprise backup solutions are in place. The Systems and Operations Section is responsible for support and operations of this environment and for dealing with all 1st and 2nd level support with occasional evening and weekend work within agreed maintenance windows.

The incumbent will work under the supervision of the Chief of Systems and Operations Section and will perform the following duties:

  1. Assist in the day-to-day operations which involves monitoring; pro-active mainetanance; problem solving; providing 2nd level support by responding to incident and change requests; coordinating 3rd level support within existing support contracts; and assisting and providing optimisation of existing services. The incumbent, after a short integration period, will be required to work independantly and assume the assigned responsibilities .
  2. Assist the other System and Operation Engineers and Project Managers within the Section on specific tasks assigned and act as a resource backup for certain services (Server farm, Server operational management, Enterprise backup, Network Storage, Virtualisation).
  3. Assist in the execution of security response actions. This occasionaly requires working outside office hours.
  4. Perform any other tasks within the Section to contribute to the delivery of the workplan of the Section.

REQUIRED QUALIFICATIONS

Education: In addition to a basic university degree, theoretical knowledge and/or proven professional expertise equivalent to an advanced university degree in Computer Science, Telecommunications, or another discipline relevant to the WTO's IT Systems and Operations activities.

Knowledge and skills: Excellent knowledge and experience in at least one of the following areas and in enterprise environment of a similar or larger size as described above, ideally with a recognised certification and at least basic knowledge and experience in the other areas: Server hardware management (Intel based servers, BladeCenters/Blades with SAN connectivity) and server operational management solutions;

VmWare vShpere 5;

Server OS: Microsoft Windows Server (all versions from 2003 - 2012R2) and Linux Redhat;

NAS, SAN, DAS solutions;

Security permissions management;

Enterprise backup solutions;

Server operational management solutions.

A good working knowledge of the following areas are required: Microsoft Active Directory;

LAN/WAN and Internet technologies as well as TCP/IP protocol;

Windows 7;

ITIL processes.

Working knowledge of the following areas will be considered an advantage: Citrix XenDesktop;

NAGIOS server operational management;

Linux Redhat in Enterprise environments.

Ability to prioritize and execute tasks in a high-pressure environment and make sound decisions in emergency situations. Establish and maintain good working relationships with colleagues; communicate information in a clear way; persuade others to a point of view using facts; make technical presentation; work as a member of a team, while working independently to achieve his/her objectives.

Work Experience: At least three years experience pertinent to the functions and the size of the operations described in the introductory paragraphs under General Functions.

Languages: Excellent knowledge of English, including an ability to write accurately and concisely (e.g. documentation, procedures, processes) and make presentations if requested. A good knowledge of French and/or Spanish would be an asset.
