Based in Copenhagen, the UNOPS Water and Energy Cluster provides specialized project management services to partners such as the United Nations Development Programme (UNDP), the Global Environment Facility (GEF), the United Nations Environment Programme (UNEP) and the World Bank. The Climate and Clean Air Coalition to Reduce Short Lived Climate Pollutants ('the Coalition') is the first global effort to treat short-lived climate pollutants as an urgent and collective challenge. Launched in February 2012, the Coalition is encouraging rapid reductions in black carbon (or soot), methane and many hydrofluorocarbons to protect human health and the environment now, and to slow the rate of climate change within the first half of this century. The Coalition is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society, that are committed to accelerating and incentivizing action to address key short-lived climate pollutants (SLCPs).

The Coalition has a membership of more than 100 Partners as of 26 February 2015 and 11 approved initiatives for rapid implementation. UNEP is a Partner in the Coalition. UNEP also hosts the Secretariat and its DCPI Department are currently maintaining existing CCAC website.

Functional Responsibilities

A Senior Web Developer is needed to implement the redesign of the CCAC website as a result of user experience research and website strategy. The new website is expected to be fully responsive integrating a new structure and improved, additional functional features, reflective of the new coprorate visual identity.

The consultant is expected to deliver backend and frontend development tasks resulting in a transformed website with integrated Drupal 7 Content Management System that delivers user-friendly, intuitive and searchable user experience for existing CCAC partners and other stakeholders, whilst ensuring efficient and reliable site maintenance for a site administrator and editors. He/She will contribute to overall development of the new website collaborating closely with the User Experience Specialist, User Interface Designer, Graphic Designer and the Secretariat.

As a technical executive role, Senior Web developer is needed to set up server for staging and production site and ensure efficient hosting parameters beyond the consultancy, establish CMS on Drupal 7 tailored for the CCAC needs in line with the website strategy and user experience journey and develop additional functionality assuring considerable upgrade of the site. He/She will be expected to work closely with the User Interface Designer in the production stage to ensure the site delivers all user expectations, is easy to maintain and is technically implemented to highest standard; to identify and troubleshoot process and data quality issues complete will be conducted. This will ensure elimination of any technical and performance issues after required; throughout the production process usability tests will be carried out to ensure the most time and cost-efficient development of the site

Planning and initial setup

  • Participate in project planning and coordination meetings
  • Detail the technical build specification
  • Conduct thorough assessment of existing website interface and backend functionality
  • Analyze migration content and provide server and hosting requirements
  • Set up development environment and basic content structures in Drupal based on website blueprint model delivered by User Experience team
  • Present technical develoment plan to the Secretariat.

Production and theming

  • Development of required functionality of the site to enable prescribed features and content integration, taxonomy and CMS input for content queries/sorting
  • Transposition of wireframes into CSS with respective content management tools in Drupal interface layout and design (maximum 35 in total)
  • Configuration of site editorial roles and setup editorial workflow
  • Support web design and interface adaptation based on visual identity guidelines
  • Installation of relevant security measures
  • Search tool creation for resource database, contacts and general site search
  • Implementation of relevant markup for SEO for optimized content and quality site performance, social media and other integrated plug-ins
  • Development of an interactive map for integration on the site
  • Website theming using Drupal style sheets in line with web designs delivered by Graphic Designer Working
  • Coordination and liaison with the Graphic Designer and User Experience Specialist and Interface Designer to ensure execution of development is according to interaction needs respecting CCAC's visual identity guidelines
  • Daily stand-ups and/or weekly calls with the Secretariat to review demonstrations and plan, prioritize on-going workload.

Post-production

  • Soft launch of the site
  • Testing of the site including design interface and interaction, relational database and server performance
  • Debugging cross-browser compatibility issues and fixing links
  • Creation of technical specifications manual documenting frontend and backend development of the site and Administrator's Manual and Practical Guidelines for Website Maintenance describing site maintenance and update practice in steps;
  • Conduct a training session to the future site administrators and editors.

He/She will be expected to work closely with the User Experience Specialist, User Interface Designer, Graphic Designer and the CCAC Secretariat to ensure the project.

Monitoring and Project Controls

Reporting on deliverables to the Head of the CCAC Secretariat on the basis of the purpose and scope of the assignment above, providing respective outputs is required:

  • April 20: (1) Technical build specification; (2) Requirements for the website hosting and server specifications; (3) Project workplan and detailed delivery timeline; (4) Demonstration of development environment and configured key content structures in Drupal 7; (5) Accessible development environment;
  • May 20: (1) Wireframes transposed to development site; (2) CMS configured and set up for content population; (3) Beta HMTL site presentation; (4) Interactive map set up and integrated on the site; (5) General site search built in the site; (6) Design fully transposed to the site using Drupal style sheets and theming;
  • July 17: (1) SEO optimization completed and documented; (2) Testing and debugging of the site completed; (3) Site launched for public use; (4) Technical specifications manual; (5) Administrator's manual and practical guidelines for website maintenance; (6) Training session for the Secretariat.

The contract fee will be paid upon satisfactory submission of the mentioned deliverables.

Competencies

Skills

  • Advanced knowledge of front-end web development and command of HTML, CSS, PHP, MySQL, JavaScript/JQuery, XML

He/she should have the capacity to work in the team with the user experience specialist, web developer, graphic designer and CCAC Secretariat in Paris, work under pressure, identify needed action items, set targets, define guidelines and produce above-mentioned outputs.

Education

  • University Degree in Computer Sciences, Information Design/Technologies, New Media Design or related field.
  • First-level university degree in combination with five years qualifying experience may be accepted in lieu of the Master's degree.

Experience

  • A minimum of seven years in website development, front-end development or a related field and at least 3 years experience working with Drupal 7.
  • He/she should have excellent written and spoken communication skills, profound expertise in backend and frontend development, and the capacity to work with colleagues and partners remotely.
  • Experience in web development for NGOs, international organizations and/or public sector is an advantage.

Languages
