Background

The Department of Management and Finance (DMF) is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial/Administrative Instructions. Information and Communications Technology Services (ICTS) ensures efficient, available, and cost-effective management, operation and utilisation of Information Technology (IT) in support of the core business of the OSCE. This comprises activities associated with co-ordination, operation, management, development and implementation of Information and Communications Technology (ICT) supported projects and infrastructure.

Tasks and Responsibilities

Under the direct supervision of the Chief Software Development Unit, the Associate Computer Information Systems Officer will be responsible for maintenance and development of the OSCE Portal, collaboration, information sharing, and records management Information Systems (IS). Specifically the successful candidate will be responsible for:

  • Creating design concepts and implementing IS, taking into account user requirements, target environment, performance requirements, and existing infrastructure;
  • In co-operation with other members of ICTS, analysing existing applications and their web enabling capabilities to find appropriate technical solutions, administering the existing OSCE Portal, installing, configuring, troubleshooting and ensuring security requirements are satisfied;
  • Assisting the Chief Software Development unit and the Architect with ongoing enhancements and portfolio life-cycle discipline exercise of the IS;
  • Providing in-house design, development, testing, documentation, implementation and maintenance using standard office automation products and tools;
  • Providing 2nd and 3rd level support functions to the service desk and IT Assistants. Conducting root analysis of reported problems, resolving/implementing fixes and escalating to management;
  • Performing project management for small and mid-sized projects using Prince2 or Agile methodologies;
  • Performing other related duties as required.

Necessary Qualifications

  • First level university degree or equivalent diploma in Computer Science and Information Technologies;
  • A minimum of four years of experience in the development and support of information systems; in depth knowledge of Microsoft SharePoint required;
  • Programming experience using JavaScript, C#, SQL, XML, CSS and CGI Scripting; knowledge of LiveLink/OpenText products and OScript is an asset;
  • Development experience in using ERP specific environments e.g. Oracle EBS is an asset;
  • Knowledge of project management methodologies such as Prince2 and Agile is an asset;
  • Excellent written and oral communication skills in English; working knowledge of another OSCE official language is an advantage;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.

Remuneration Package

Monthly remuneration will vary between EUR 4,959 (single rate) and EUR 5,150 (dependency rate) depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
