Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof.The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage, during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments, as well as assisting Member States in implementing the nuclear security framework. The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. The Section organizes evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.

Main Purpose

Under the supervision of the Nuclear Security of Materials and Facilities Section Head and guidance of the Project Manager, the Nuclear Security Officer will help to implement the IAEA programme on security for radioactive materials and associated facilities. The Officer will work with technical officers to support the establishment of national legal and regulatory frameworks for radioactive material security activities, support the establishment and upgrading of national infrastructures for the security of radioactive material, and coordinate the international organization of activities to improve the security of radioactive materials and associated facilities.

In addition, the Officer will be responsible for carrying out portions of certain implementation activities such as assisting with the preparation of technical and international guidance documents, conducting training events, and participating in assessment and advisory missions. Further, he/she will be expected to provide support to the development of States' Integrated Nuclear Security Support Plans (INSSP) and to the implementation of actions to support these Plans.

Role

The Nuclear Security Officer is: (1) a team member to work with other Nuclear Security Officers to help implement a program within the Division of Nuclear Security for the security of radioactive materials and associated facilities, (2) a self-starter to implement activities with some supervision (3) an organizer to contribute to the development and implementation of annual work plans

Partnerships

The Nuclear Security Officer will work in partnership with other IAEA staff in the Department of Nuclear Safety and Security, and the Department of Nuclear Energy, liaise with points of contact in Member States, and coordinate and liaise closely with Project Officers from various multilateral and bilateral initiatives involved in the security of radioactive material.

Functions / Key Results Expected

  • Implement the programme for improving the security of radioactive materials and associated facilities including development of guidance, delivery of training courses, participation in assessment missions, and provision of technical support activities, under the supervision of the program manager
  • Determine the status of States' legal and regulatory frameworks for security of radioactive materials and associated facilities through collection and review of mission reports, and country information.-Analyse States radioactive material security information to help develop input to Integrated Nuclear Security Support Plans (INSSPs) and the Nuclear Security Information Management System (NUSIMS), in order to facilitate the structured planning of future support activities for security of radioactive materials and associated facilities and to assist in the development of annual work plans and identify funding needs.

Experience at the international level desirable.Experience in working with national and international organizations or institutes, an assetExperience in working in small teams advantageous

Type / Duration of Appointment: Temporary Assistance extrabudgetary, 2 years (subject to a probationary period of 1 year)

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $ 56766(subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 19982* , dependency benefits, rental subsidy , education grant , relocation and repatriation expenses ; 6 weeks' annual vacation, home leave , pension plan and health insurance .
