Planning Specialist, P-3, Temporary Appointment, Vaccine Centre, Supply Division, Cph

Purpose of the Position

Under the direct supervision of the Contracts Manager leading the Planning unit, the Planning Specialist will be implementing the activities related to monitoring/reporting on Gavi co-financing. This includes planning, coordination, monitoring and reporting on the vaccine procurement under Gavi co-financing.

Key Expected Results

Monitoring and Reporting

  • Monitoring of country co-financing activities through coordination with Procurement Services team in Vaccines Centre and with Gavi Accounting Unit in Financial Management and Administration Centre.
  • Maintain and update the Gavi Co-financing monitoring table(s).
  • Participate in the improvement of the current monitoring tool (automated tool)
  • Participate in the discussion forum on co-financing reporting requirements, including bi-weekly calls and IFS calls.
  • Prepare quarterly Progress reports including updates and follow up on previous years defaulters.
  • Lead a monthly review of defaulter status.
  • Communicate with GAVI Co-financing team.
  • Ensure appropriate follow up with CO on Co-financing issues.

Policy and Review

  • Participate in the current discussions related to co-financing policies (New approaches/ strategies for co-financing- ElGraCo) with Programme Division and partners.
  • Support the graduating missions preparation.
  • Support reviews related to co-financing (mapping of vaccine financing delays, review of sources of financing).

Immunization Financing and Sustainability Task Team

  • Participate in regular calls and prepare required work documents ( Status + Funding)
  • Participate in 2 annual Face to Face meeting and prepare required work documents Status + Funding.

Tailored Approach support

  • Support the DRC UNICEF Country Office to ensure accurate monitoring to Gavi.
  • Support UNICEF country offices where a tailored approach will be design (CAR, Congo Brazzaville, EVD countries).

Other

  • Support ad hoc requests approved by the Vaccines Centre.
  • Assess in which countries VII could be a mechanism improving financing timing and monitor its use for co-financing transactions.
  • Clean up co-financing databases related to 2011/12/13.

DECISION-MAKING AND IMPACT/KEY RESULTS:

Decide the process of follow-up Vis a Vis USD or dose obligation. Level of follow-up has shown, in many cases, to be directly related to timing of request/funds transfer.

(a) Describe the type of recommendations regularly made and why they are important.

  • Recommendations on data analysis methodology
  • Recommendation of status of developments in country, which guide level of follow-up from Partners

(b) Describe the most damaging error(s) that could be made in the performance of the job, and their consequences.

Errors made in data monitoring and reporting to Gavi would affect:

  • The countries directly involved by the error (could be flagged as defaulter)
  • The credibility of the organization in the view of Gavi.

Qualifications of Successful Candidate

Education: Advanced university degree in Business Administration, Operations, Supply Chain, Logistics, Procurement, Public Health/allied health, Social Sciences or a related field.

Work Experience: Five years of professional work experience in supply/logistics management at the national and international levels, two years of which should be in Immunization/Public Health programming. Strong demonstrated experience in coordination of complex projects.

Skills and knowledge

Specific Technical Knowledge required

  • Knowledge of EPI, forecasting, vaccine introduction, cold chain.
  • Knowledge of vaccine security.
  • Knowledge of procurement, logistics, supply chain management preferably in a developing country context and in the area of Public Health procurement.

Common Technical Knowledge required

  • Knowledge of Funding mechanism in Public Health in Developing countries.
  • Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques.
  • Strong coordination skills.

Languages: Fluency in English.
