Organizational Setting

The Climate, Energy and Tenure Division assists member countries in their responses towards the challenge of climate change, including the mitigation of climate change, as well as the development of adaptive capacities of agriculture, fisheries and forestry to the effects of climate change. It provides a coordination role on climate change and related climate smart agriculture issues. The Division also serves as the focal point for a multidisciplinary and global approach to energy as well as undertaking work and providing support and guidance on tenure issues.

The post is located in the Climate, Energy and Tenure Division (NRC).

Reporting Lines

The Natural Resources Officer reports to the Senior Natural Resources Officer (Energy).

Technical Focus

The Natural Resources Officer will work on energy for and from the agrifood chain, with an emphasis on bioenergy.

Key Results

Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions

· Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;

· Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;

· Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;

· Collaborates in the development of improved/updated tools, systems, processes, and databases;

· Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;

· Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;

· Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;

· Supports resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

· Provides support to and/or coordination of the sustainable bioenergy capacity development programme;

· Contributes to the improvement and dissemination of the different elements of FAO’s work on bioenergy, and in particular the Bioenergy and Food Security Approach;

· Contributes to FAO’s work on energy for and from agrifood chains, in particular the Water-Energy-Food nexus.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

· Advanced university degree in energy/bioenergy, natural resources, energy engineering, agriculture or a related field

· Five years of relevant experience in renewable energy, in particular bioenergy, possibly in relation to agrifood chains and/or rural development

· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

· Work experience in more than one location or area of work, particularly in field positions is desirable

· Extent and relevance of experience and knowledge in renewable energy, in particular bioenergy, possibly in relation to agrifood chains, rural development and capacity building

· Depth of familiarity with issues related to bioenergy development, including training on bioenergy assessments

· Extent and relevance of experience in capacity building programmes and formulation of projects regarding sustainability improvement in relation to the energy for and from agrifood chains

· Ability to analyse complex agrifood chains and natural resources management issues from an energy point of view
