JASPERS Quality Management Officer

Appointment is for a fixed period of 3 years with possibility of prolongation up to 3 years.

JASPERS (Joint Assistance to Support Projects in European Regions) is a tri-lateral partnership between the European Commission (Directorate-General for Regional and Urban Policy), the EBRD and the EIB, with the aim of helping EU and Acceding Countries achieve better access to EU Grant Financing under the Cohesion and Structural Funds, with particular emphasis on providing technical assistance in the preparation of eligible infrastructure projects.  With the recent expansion of JASPERS to new countries and functions a Quality Management Unit has been established to ensure the consistency and quality of JASPERS services and promote a culture of continuous improvement.

Purpose

The Quality Management Officer coordinates all the tasks and responsibilities related to JASPERS’ quality management systems, including procedures, control frameworks, internal communication and coordination functions, so as to ensure consistency and the continuous improvement of JASPERS’ approaches and organisational effectiveness. S/he is also responsible for operational support to JASPERS’ management team on all quality issues.

Operating Network

The Quality Management Officer reports to JASPERS’ Head of Quality Management for both operational and administrative matters. S/he co-operates closely with (i) the rest of JASPERS management team and staff as well as other Bank services as required; (ii) JASPERS partners, especially the European Commission; (iii) external service providers.

Accountabilities

  • Define business requirements related to quality management in all areas of JASPERS activities
  • Support JASPERS Management Team to continuously improve systems and procedures for ensuring consistency and quality of JASPERS activities, products and results
  • Prepare and maintain relevant quality management documentation, including a Quality manual, Procedures manual, Internal Control Framework
  • Develop and analyse results measures and indicators based on feedback from customers and stakeholders
  • Independently prepare reporting to JASPERS management on performance, consistency and quality measures
  • Support the Head of Quality Management to verify compliance with procedures and control systems;
  • Plan, facilitate, monitor and report on progress of quality improvement projects involving different teams of JASPERS’ staff
  • Act as main contact point to deal with any external complaints in-line with EIB policies and procedures
  • Act as point of contact for internal and external audits and evaluations, including follow-up any applicable recommendations and action plans
  • Actively promote awareness and knowledge sharing within JASPERS on quality management issues
  • Supervise and plan the work of consultants

Qualifications

  • Master’s degree (or equivalent) in a relevant domain, typically engineering, business and/or economics
  • At least 5 years of relevant professional experience, showing increasing responsibility for developing and deploying Quality Management Systems in a relevant sector; experience in applying the EFQM Excellence Model would be an advantage
  • Experience of project advisory, policy and/or coordination work in an international organisation
  • Good understanding of the EIB’s mission and activities, objectives, strategies, policies and processes, including the project cycle and advisory activities
  • Good understanding of EU cohesion policies, and the political and operational framework, in which the Bank operates; experience in dealing with European Commission funding programs would be an advantage
  • Excellent written and spoken English; knowledge of one or more of the languages of the EU countries would be an advantage
