Purpose of the Position

Provides authoritative advice to the Director, Supply Division, and other senior staff related to emergency supply and logistics management for the Supply Division (SD) and for UNICEF as whole, including preparedness, response, monitoring and reporting. Engages with Office of Emergency Programmes (EMOPS) and other internal and external partners and stakeholders. Coordinates all elements of SDs response to emergencies.

  • An effective SD Emergency Preparedness and Response Strategy including a dynamic Emergency Supply List.
  • Efficient response to emergencies in terms of supplies and logistics operations.
  • Up-to-date supply function roster for emergency deployment purposes.
  • Policies, procedures, systems and tools in place to guide SD and country offices in emergency preparedness and response.

KEY ACCOUNTABILITIES and DUTIES & TASKS:

  1. Plans, directs and manages the activities of the Emergency Coordination Unit and coordinate Supply Division activities in all emergencies.
  2. Participate as member of SD management team and ensure close working relationships with other Centre Chiefs as well as shares in the responsibility for achieving divisional objectives.
  3. In collaboration with HQ/EMOPS, and Country Offices, coordinates Supply Divisions development of the Emergency Supply Preparedness and Response Strategy.
  4. Coordinates SDs response to all Level 3 emergencies and will directly respond the Director of SD until the Level 3 procedure is deactivated.
  5. Contributes to the development of the Supply Professional Learning and Development Strategy including delivery/facilitation of training events.
  6. Develops policies, procedures, systems and tools to govern and guide UNICEFs emergency activities.
  7. Develops external partnerships (WFP, UNHCR, Global Logistics Clusters, EMOPS, NGOs, academia, etc.) to enhance and/or complement UNICEFS own emergency response capabilities.
  8. Monitors SD performance in emergencies and institutes appropriate corrective and preventive action where required.
  9. In collaboration with HRC establish and maintain Supply Function Roster for use in deployments in emergencies.
  10. Contributes to the development and implementation of communication strategies in emergencies

Qualifications of Successful Candidate

  • Advanced university degree in Business Administration, Economics, Supply Chain Management or other related technical areas.
  • Minimum 10 years progressive professional working experience in Supply Chain Management and Emergency Preparedness and Response in a large public or private sector institution at the national and international levels, some of which should be in a senior management position. At least five years should be in developing countries.
  • Fluency in English and preferably another relevant UN language.
