Background Information – UNOPS Kenya Operational Hub (KEOH)

Located in Nairobi, Kenya, Kenya Operational Hub (KEOH manages a growing portfolio of engagements, including associated strategic and operational risks. The Kenya Operational Hub (KEOH) currently consists of an established Operation Center in South Sudan and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple 'operational' projects in Somalia, Tanzania, Burundi, Uganda, Kenya and several island states.

KEOH has its own Infrastructure Unit which consists of a design production office and engineering project management cell, consisting of civil, structural, M&E engineers, architects, design draftsmen and quantity surveyors. KEOH-PIU offers services that are complimentary to the front end of any physical infrastructure project including, feasibility studies, construction assessments, developing standard systems and manuals for infrastructure development with local government counterparts, detailed construction design and documentation with BOQ's and specification. It offers complete turnkey solutions to serve its clients' needs.

Functional Responsibilities

Under the overall supervision of the Head of Unit for PIU in Nairobi, Kenya the Electrical/Mechanical Design Engineer will give his/her technical expertise as required to manage and co-ordinate any designs assigned and related documentation works. He or she is responsible for managing staff under his/her supervision and ensure high quality design documentation is carried out on time and on or under budget. The projects may be in national and or international locations.

Specifically, the incumbent will be responsible for the following substantive tasks. The tasks would involve the following but not limited to:

  • Collate feedback and prepare consultation/assessment reports.
  • Supervise and coordinate the works and submissions of the electrical and mechanical engineers within PIU or consulted externally.
  • Review staff performance and report as required.
  • The consultant will be requested to work from home and be prepared to travel to any site in or around the countries under KEOH as required and as UNDSS permits.

An agreed TOR including the scope, deliverables and the maximum time duration will be agreed upon by UNOPS-KEOH and the Electrical/Mechanical Design Engineer prior to commencement of each and every assignment. The Electrical/Mechanical Design Engineer shall give his/her technical expertise as required to manage and coordinate any design assigned and related documentation works. He/she is responsible for performing high quality design and documentation of projects which is to be carried out on time as per the agreed task.

Monitoring and Progress Controls:

  • Prepare design briefs and the design reports that address specific clients and stakeholder requirements and specifications as and when necessary.
  • Preparation of comprehensive design documentation, specifications and other project documents to meet the required quality and detailing as stipulated by the PIU Manager.
  • Work closely with other Architects, Engineers, Draftsperson and Quantity Surveyors in the planning of projects, scheduling of tasks and developing an integrated design.
  • Review and ensure the documents prepared meet the quality standard requirements.
  • Responsible for timely delivery of the expected outputs.
  • Carry out design of services for projects according to the Client's Design requirement and as per international standards and codes of practices.
  • Monitor delivery of services design documents. Highlight possible non or late delivery prior to the event.
  • Carry out site inspections and assessments as required and prepare reports only when required.
  • Proactively manage the design/review projects, ensuring that they meet the high standards expected by UNOPS, while delivering the program within its time and budget constraints.
  • Liaise with international clients and address requirements.
  • Coordinate the works and submissions with all other disciplines; Architectural and Structural design Engineers and QS.
  • Carry out research and identify appropriate technologies/techniques/designs that can be incorporated in the project design.
  • Carry out technical reviews as appropriate.
  • Review and certify Building Services design documentations as a third party independent body when required.
  • Co-ordinate the team effort to complete any task as would be required and appropriate if assigned.

Education

  • Master's degree in Electrical or Mechanical Engineering with a minimum of 7 years experience. Additional 4 years of relevant work experience in combination with a relevant Bachelor's degree may be substituted in lieu of the Master's degree requirement.
  • Postgraduate qualifications in Building Services will be an added advantage

Experience

  • At least 10 years post charter experience in Building Services Designing.
  • Candidates with experience working with UN or other Humanitarian/Development agencies will be well regarded.
  • Candidates with experience working on International /local projects in conflict/disaster prone areas will be preferred.

Languages

Fluency in written and spoken English is essential; Working knowledge of additional UN or regional languages is considered an asset.

Certifications

Enrollment to the professional Engineer's (Charted Building Services Engineer) list from a recognized Engineering body/ institution for at least 2 years or equivalent
