(Secondee) Agricultural Sector Engineer

This is an opportunity to undertake a secondment of minimum 1, maximum 2 years, at the EIB under the Bank's Eastern Partnership Secondment Programme.

The Programme, set up with the support of the EIB's Eastern Partnership Technical Assistance Trust Fund (EPTATF), is only open to nationals of the Eastern Partnership Countries that have entered into a Framework Agreement with the EIB (Armenia, Azerbaijan, Georgia, Moldova and Ukraine) and who work in Ministries, Central Banks, other public sector organisations or private sector entities in these countries.

Purpose

As part of a multi-disciplinary team, and in close cooperation with the Operations Directorate and other services of the Bank, the Agricultural Sector Engineer will contribute to the overall appraisal of loan proposals. S/he will particularly assess and monitor the long-term technical, financial and environmental viability of capital investment projects and programmes. His/her main area of responsibility will be the wider primary sector value added chain (mainly agriculture/horticulture, agri-food, irrigation and also forestry/forest industries), as well as related commercial services (distribution, logistics, retail etc.)

Operating network

The Agricultural Sector Engineer will report to the Head of the Natural Resources & Agro-industry (NARA) Division and work closely with other staff of the Division and Department

Accountabilities

  • Assess the technical, including operational viability and environmental sustainability aspects, and socio-economic issues of natural resource projects and programmes in the countries in which the Bank operates
  • Contribute to the overall appraisal of loan proposals and monitor approved projects during the implementation stage, including supervision of external consultants
  • Contribute to sector studies, lending policy papers and other analyses related to the wider sector including irrigation/water, biomass, CO2, environmental, and biodiversity issues
  • Assist in the identification of new projects and appraisal/financing methods (e.g. risk assessment and mitigants) and manage technical and socio-economic tasks for project preparation, implementation and monitoring

Qualifications

  • A Masters degree in a relevant Engineering discipline (e.g. Agriculture/Forestry). A post graduate degree, such as an MBA, or a relevant professional qualification, would be an advantage
  • A minimum of 3 years' relevant professional experience in the planning/design, assessment, implementation/management or supervision of investment projects and programmes, preferably in private sector companies and/or consultancy, inside and outside the EU
  • Profit/cost centre budget responsibilities would be an advantage
  • Knowledge of investment analysis, including financial modelling, as well as experience of plant breeding, animal production and irrigation projects would be an asset
  • Experience of sector regulation, institutional frameworks and organisation/administration would be appreciated
  • Solid IT skills
  • Excellent knowledge of English. Working knowledge of French or other languages of the EPTATF region, would be an advantage
