The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 140 Members (139 States and the European Union) that acceded to its Statute, and 32 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

SIDS lighthouses is a framework for action at a programmatic deployment of renewables to enable their energy system transformation, by moving away from developing projects is isolation to a holistic approach that considers all relevant elements spanning from policy and market frameworks, through technology options to capacity building. Within the initial five (5) year timeframe, the SIDS Lighthouses initiative will focus on the power sector with the aim to achieving the following:

  • Mobilize USD 500 million,
  • Deploy 100 MW of new solar PV,
  • Deploy 20 MW of new wind power,
  • Deploy significant quantities of small hydropower and geothermal energy and a number of marine technology projects,
  • Ensure all participating SIDS develop RE roadmaps.
  • Rapid progress in the run-up to COP21 is foreseen.

Under the supervision of the Director of IITC and in close cross-divisional cooperation, the Programme Officer, SIDS Lighthouses will:

  • Assist in operationalizing the Lighthouses initiative;
  • Facilitate IRENA islands activities that contribute to Lighthouses and ensure that assistance is coordinated and objectives are met;
  • Liaise with Lighthouses partners, ensure a continuous exchange of information and active participation of all involved;
  • Establish and maintain collaboration and partnerships with key officials at all levels inside and outside the organization, including with Lighthouses country experts and country focal points. Maintain and broaden the partner base;
  • Coordinate activities related to IRENA Lighthouses budget and funding and ensure preparation of related documents and reports;
  • Direct substantive support to consultative and other meetings, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
  • Represent the Organisation in meetings and events when requested;
  • Perform other duties as required.

Qualifications

Education

  • Advanced University degree (Master's degree or equivalent) in economics, engineering, environment or natural science, or other relevant field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • A minimum of seven years of progressively responsible experience within a project management role.
  • Experience of working in international organizations, project development and financing, management consultancies and/or national governments in an international setting.

Language

  • Excellent command of written and spoken English is required.
  • Knowledge of French and Spanish is desirable.

IRENA reserves the right to appoint a candidate at a lower level than the advertised level of the post.

Net Salary is determined according to the dependency status of the staff. The dependency benefits are provided in the form of higher net salaries and allowances for staff with dependants (dependency or 'D' rate) than for those without dependants (single or 'S' rate). Post adjustment multiplier for Bonn currently 28.8% of the Annual Net Salary; determined by the International Civil Service Commission (ICSC) and subject to change.

The amounts for the following benefits are only indicative and subject to periodic adjustments: Dependency allowance (US$2,929 per dependent child p.a.), non-removal allowance, if applicable (US$2,700 with dependents, US$2,020 without dependents p.a.), medical insurance for staff members and dependents, Rental subsidy, Provident Fund, and other entitlements as applicable.
