Background and role

GOAL is an emergency and development NGO established in 1977, currently operational in 14 countries world-wide. GOAL has an annual budget of in excess of €70m and is supported by a range of donors including: Irish Government, UK Government, USAID/OFDA, European Union and UN agencies.

The Operations systems analyst will provide support within the Operations Department regarding development of management information dashboards, e-learning training materials, and toolkits supporting GOALs’ Operations e.g partnerships, value for money. Although managed by the Operations Advisor, the post also works closely with other departments during the development of templates, reports and business analysis.

Key Functions

1.Information Management and Analysis

  • Work with Operations advisor to consolidate key management information on GOAL operations and projects from across departments to develop Dashboards and for staff and country offices.
  • Work with other departments to improve information collection and analysis of that information where requested

2.E-Learning

  • Provide administrative support where needed for the GOAL eLearning platform, including, loading of new courses and queries from HQ and Country learning champions
  • Provide weekly field updates to country programmes and HQ focal points on course enrolment and completion information, and ad-hoc analysis where required
  • Work with Dublin HR and Country offices to write up induction and role specific learning paths – key courses that must be completed as part of induction or development for future career aspirations
  • Technical (software) focal point for new GOAL policy and guide course development (Articulate) – providing technical guidance on using the software to develop courses, and direct support where needed to write short e-learning policy courses and guides.
  • Monitor and report on uptake of other LINGOs membership offerings (Blackboard, iMindmap etc.)
  • Review updates and upgrades from LINGOs membership where required, and develop guidance information for field roll-out where relevant

3.Other Operations Resource development

  • Be familiar with new approaches within the organisation, providing support where required on ensuring new approaches are linked in with Operations systems
  • Member of the Partnership working group, providing support in development of tools and guidance relating to working in Partnerships including INGO sub grants, CBO/NGOS, Private sector, consortia
  • Member of the Value for Money working group providing support in development of tools and guidance relating to Value for Money in GOAL

4.Other Duties

  • Provide support to PSO as needed in relation to GMS and/or weekly meeting coordination (Ops, PRC)
  • Undertake orientation of staff on Operations Systems development as required
  • Such other duties as may be prescribed by the Operations Advisor

Requirements:

Essential:

  1. A Bachelors’ degree in a relevant subject; or relevant demonstrable skills and experience to undertake the key functions of the role.
  2. Excellent writing capacity, and to manage and represent numeric, financial or other information, and using appropriate methods.
  3. Interest in humanitarian or development programmes; and appreciation of the aims and objectives of GOAL.
  4. Advanced user of Office 2013 (Word/Excel/Powerpoint)
  5. Fluent in spoken and written English with strong analytical skills.
  6. Highly organised and able to managed multiple, simultaneous demands.
  7. Be able to work in a high pressure environment and adhere to deadlines.

Desirable:

  1. Demonstrable, relevant experience in development or related field; or in developing countries.
  2. Demonstrable experience in creating management information/KPI dashboards for senior management
  3. Experience in using Articulate e-learning software.
  4. Experience in using CRM Dynamics software
  5. Specific knowledge or experience of GOAL’s thematic programme or sectors, or countries.
  6. Fluency in French, Spanish or Arabic.
  7. A Master’s Degree in Development or a related subject.
