1. Context and job description

bpost is a modern, efficient postal company with a network of 670 post offices and 670 PostPoints that provides the universal service in Belgium, serving every letterbox five days per week and delivering around 10 million letters and 100,000 parcels on a daily basis.

The postal industry is heavily regulated, including by national, EU and global regulatory bodies. bpost is therefore subject to significant regulations in Belgium and in other jurisdictions.

The Legal & Regulatory department of bpost provides high quality strategic and timely legal and regulatory services integrated in bpost’s strategic goals and driving the company’s management. It is regarded as experts amongst the profession in the range of legal services offered and providers of high quality customer service and builders of long term relationships with clients. Its mission is to shape the regulatory environment and to partner with its clients to achieve Compliant Business Solutions focused on their needs and priorities. The department wants to make certain that the business has the information required to make informed decisions, and identify, overcome and manage legal and regulatory risks and challenges.

bpost has an immediate opening for an experienced Senior Manager - Regulatory Affairs in its Legal & Regulatory department team. This position is based in Brussels, Belgium.

Within the department, the Regulatory Affairs team is responsible for managing bpost’s regulatory activity, most importantly through managing bpost’s relationship with its current regulator, the Belgian Institute for Postal services and Telecommunications (“BIPT”). The team plays a lead role in obtaining regulatory approval for new products and services, managing compliance with bpost’s license obligations, and investigating and defending cases where it is alleged that bpost may have breached its license obligations.

The team works across business functions to help achieve bpost’s strategic objectives and is a trusted and credible source of regulatory expertise across the organization.

2. Primary job function

The Senior Manager - Regulatory Affairs plays an important role in managing bpost’s relationship with the BIPT to help unlock bpost’s ambitious growth plans, in particular through gaining regulatory approval for new products and services. The Senior Manager - Regulatory Affairs reports to the Head of Regulatory Department. Together with the Head of Regulatory Department, he acts as a main point of contact between bpost and the BIPT, building an effective working relationship with BIPT officials.

As a manager, the function of the Senior Manager Regulatory Affairs is to combine knowledge of regulatory and business issues to enable bpost’s products and services to meet required postal regulatory obligations. The individual is generally considered an expert resource both within bpost and externally. The individual may influence changing regulations and guidance, interface with outside regulatory agencies and provide executive management with regulatory metrics/information. The individual will be involved in planning, directing, coordinating and controlling the regulatory affairs activities related to bpost’s products and services.

3. Core job responsibilities

  1. Ensures compliance with regulatory obligations towards the BIPT, Comité Consultatif des services postaux and federal authorities (Ministerial cabinets, Administration and Parliament), including through coordinating the review and sign-off of all communications that require regulatory approval;
  2. Develops regulatory toolkit and rolls out relevant training to the business to (i) help business better understand postal regulatory framework, (ii) find answers to basic postal regulatory questions, and (iii) define clear processes to ensure compliance with relevant postal regulation;
  3. Provides regulatory expertise, advice and guidance across bpost, contributing to projects regarding compliance and other regulatory matters;
  4. Oversees bpost’s management of regulatory enforcement activity, including dealing with incidents and defending potential regulatory breaches;
  5. Identifies and presents options for regulatory risk mitigation to decision makers;
  6. Participates in applicable trade association/industry working groups to obtain relevant intelligence on regulatory developments and ensures business is adequately informed of these developments.

  1. Strong track record of operating successfully in a regulated environment, gained through working for a regulated company or an industry regulator;

5. Minimum education

Master’s degree (or equivalent) in law, economic sciences, political sciences, management sciences, or engineering.

6. Minimum experience

5-10 years relevant experience in a regulated industry (e.g., telecommunications).
