C++ Developer for Health Policy Simulation Software

Job Description
AMU and OECD are looking for a Quantitative developer to work on the research project FRESHER (FoResight and Modelling for European Health policy and Regulation) co-funded by the European Union as part of the Horizon 2020 Programme (http://ec.europa.eu/programmes/horizon2020/).

The candidate will be integrated into the OECD Health Division (http://oecd.org/els/health-systems/) and will contribute in the development of an innovative Micro-Simulation Platform based on an existing model build by the OECD.

The FRESHER project will produce quantitative estimates of the future global burden of chronic non-communicable diseases in the EU and its impact on health care expenditures and delivery, on population well-being, and on health and socio-economic inequalities, as well as potential changes in these impacts according to alternative health and non-health policy options. The new microsimulation platform to be developed as part of the project will incorporate multiple risk factors and chronic diseases in a modular structure, allowing flexibility for future expansions. The platform is developed in C++.

Skills & Requirements

  • 1+ years of professional experience with C++, C#, or equivalent
  • Degree in Statistics, Applied Mathematics, Computer Science, Operations Research, or equivalent
  • A strong knowledge of object-oriented design, data structures, GUI design and multithreading programming are a plus.
  • Database design and SQL scripting skills are a plus.
  • Broader programming skills, including web-development skills (Java or similar) would be an asset.
  • Good communication skills.
  • An excellent written and oral command of the English language.

About Aix-Marseille University (AMU) / OECD
AMU will work with OECD on the development of the quantitative model for the FRESHER project. Two laboratories of AMU will be directly involved in the project: SESSTIM (http://www.sesstim-orspaca.org/) and GREQAM (http://www.greqam.fr/) . The two research laboratories are already working together through Aix-Marseille School of Economics, on a project funded by the French Government’s ”Investing for the Future” initiative.

The OECD Health Division (HD), part of the Directorate for Employment, Labour and Social Affairs, (http://oecd.org/els), has developed several micro simulation models for assessing the health and economic impacts of health interventions, particularly in the domain of chronic disease prevention.
