Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: 'MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose'. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology (MTIT) provides support to the IAEA in the field of ICT (information and communication technology), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Programme Management and Policy Section (PMPS) manages the development of the IAEA's ICT policies, standards and guidelines and coordinates ICT governance across the Secretariat. It also provides project and product management and information architecture services to the Division.

Main Purpose

Reporting to the Head of the Programme Management and Policy Section, the Business Analyst ensures a results-oriented response to MTIT's and the Secretariat's business technology priorities as communicated by the Section Head and other MTIT management. The Business Analyst may be responsible for multiple cross-cutting projects simultaneously.

Role

The Business Analyst is: (1) a substantive specialist, translating the Agency's business requirements and objectives into information technology capabilities; (2) a project manager, providing management, administration and leadership for project teams, ensuring that projects are delivered within agreed tolerances of time and budget ; and (3) an adviser to the Section |Head and other senior managers in the Secretariat (both within and outside of MTIT) on business process, risk, organisational change, system implementation issues, and the impact of technology projects on the Agency's core business.

Partnerships

The Business Analyst interacts with, consults, and provides clear technical guidance to managers in all Departments in his/her role as a manager of cross-cutting projects and analyst of information systems and supporting business processes. Stakeholders include IAEA staff from multiple departments and scientific, technical and regulatory users in Member States.

Functions / Key Results Expected

With guidance and support provided by the Section Head, and in close collaboration with the relevant stakeholders, the Business Analyst is expected to:

  • Support the implementation of new information systems, or enhancements of existing systems, by providing analysis of information processes and/or technical solutions; by developing project plans in a manner consistent with relevant policies and standards, with the IAEA's technical and information architecture, and with best practices as identified in PRINCE2 methodology; and through the effective use of PRINCE2 controls to manage risk, quality, budget and schedule.
  • Support organizational change initiatives by analysing existing information solutions, identifying opportunities for improvements, and proposing new or improved processes as appropriate;
  • Contribute to organisational change management and communication efforts required to successfully adopt new business processes and/or technical solutions, by creating communication and user training plans in the course of executing projects;
  • Serve as product manager for IAEA web products, effectively collaborating with non-PMPS customers, third-party providers, end-users, and MTIT development, infrastructure and service desk staff and management; and,
  • Collaborate with other MTIT staff in the implementation of policies and standards for MTIT and IAEA-wide information, project and portfolio management.

Language

  • Fluency in spoken and written English is essential. A working knowledge of at least one additional official IAEA language (Arabic, Chinese, French, Russian or Spanish) an asset.

Qualifications and Experience

  • Bachelor's Degree - University degree in Computer Science, Information Technology or the equivalent; Information Management Security Certification (ISO 27001) is desirable.
  • Other - Accredited Project Management Certification such as PMP, PRINCE2 (preferred)
  • Minimum of five years of working experience as a business analyst, project manager or both, in an information systems context;
  • Minimum of five years project management experience utilizing a structured methodology such as PMP or PRINCE2;
  • Experience with all elements Software Development Lifecycle: Eliciting and documenting business process flows, use cases, requirements, quality management plans, user acceptance testing, and end-user training;
  • Experience in business process reengineering: Identifying opportunities for improvements, proposing new processes, and getting buy-in from stakeholders to implement;
  • Minimum of one year product management experience, preferably a customer-facing information system;

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $ 56766 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 24693* , dependency benefits, rental subsidy , education grant , relocation and repatriation expenses ; 6 weeks' annual vacation, home leave , pension plan and health insurance .
