The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of the Chief Information Officer (D2), which will become available in our headquarters in Rome, Italy.
Under the general supervision of the Assistant Executive Director Resource Management and Chief Financial Officer, the Chief Information Officer (CIO) will serve as the principal advisor to senior management in the field of information technology and systems, including on strategic, architectural, governance, policy and operational matters. The CIO will be responsible for development, management and oversight of WFP’s information technology systems and tools across the span of its activities and operations.

• Formulate and implement information technology (IT) strategies and policies to support the strategic objectives of WFP;
• Develop the broad strategic framework and priorities for the Division based on corporate priorities and strategies established by the Executive Board and the Executive Director;
• Oversee the development, integration and delivery of WFP’s IT activities to meet the needs of the substantive, operational and administrative areas, to effectively and efficiently support the programmes and work of WFP;
• Provide oversight of IT architecture, governance, information security, and issues related to cybersecurity;
• Ensure that IT operational risks are identified and managed and that IT facilities are robust and available to support business continuity under a range of operating scenarios;
• Provide leadership to the innovation, awareness and adoption of new tools and technology-enabled work practices that will improve productivity and effectiveness;
• Ensure that IT systems, communication networks and technologies are cost-effectively harmonized across the organization and, in that regard, also engages with other UN organizations to strive for system-wide coherence, especially at the country level;
• Provide strategic input and support the implementation of a continuous change management process harnessing the use of IT;
• Ensure that timely IT Emergency Response Procedures are carried out, regularly monitored, updated and reported in the area of responsibility; ensure that WFP preparedness actions complement inter-agency efforts;
• Manage the Division and its human, financial and other resources;
• Represent WFP at international meetings and conferences; and
• Perform other related duties as requested.Qualifications & Experience Required

Education:

• University degree in computer sciences, engineering, business administration or other relevant fields.

Experience:

• Proven track record (at least 15 years) of progressively responsible professional experience in managing and overseeing complex, diverse and large-scale information technology operations, preferably in a multinational environment;
• Demonstrated ability to deliver complex, corporate scale IT solutions;
• Technical leadership experience in developing and implementing enterprise architectures and IT strategies to support the strategic objectives of an organization;
• Experience at regional and/or international level and/or within the United Nations information technology fora is an asset.

Technical Knowledge:

• Knowledge of corporate scale IT systems and software and the ability to manage the entire spectrum of IT operations;
• Knowledge of change processes and at the management level;
• Knowledge of UN system policies, rules, regulations and procedures is desirable.

Language:

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
