ORGANIZATIONAL SETTING

The overall strategy of the Division of Business and Institutional Support (DBIS) is to provide appropriate solutions through Trade Support Institutions capacity building, with respected and visible networks and a conducive business environment, to assure and build up the international competitiveness of small and medium-sized enterprises (SME) and small exporters in developing countries. The aim of the Enterprise Competiveness Section (ECS) is to empower SMEs in developing countries to realize their trade potential in order to grow the economy, create jobs and reduce poverty.

RESPONSIBILITIES

Under the supervision of the Chief, Enterprise Competitiveness, the successful candidate will: Technical duties

  • Develop and manage the implementation of the ITC export packaging services and programme proposals which include packaging related activities. This includes review of ITC strategy in packaging technical assistance, overall project design, management, monitoring, reporting and evaluation; development of products, tools and services for training and advisory services to packaging and end- user industry professionals.
  • Conduct needs assessment and project design missions; evaluate technical and commercial viability of packaging activities and make recommendations for improvement; give advice to public and private sector packaging agencies, manufacturers and users of packaging and propose necessary specialized technical assistance for inclusion in ITC's programmes.
  • Coordinate and integrate when appropriate packaging-related activities with other technical practice areas of ECS, including the marketing and branding, logistics & supply chain management, and export quality management practice areas.
  • Supervise and conduct training and business advisory missions for projects with export packaging components and provide technical support and backstopping for packaging components in ITC's programmes, including advice on formulation, selection of packaging consultants, drafting job descriptions and packaging work programmes.
  • Maintain and update the PACKit export packaging knowledge base. Evolve/optimize training and publications in line with the best practices established at EC Section level; contribute to enrich the other practices of EC/ITC Programmes with packaging relevant expertise.
  • Support the set-up of packaging institutes and research centres in developing countries and economies in transition.
  • Maintain close contacts with the packaging networks, including relationships with the World Packaging Organization (where ITC is a Board member), International Association of Packaging Research Institutes and its members. Ensure presence and visibility in the networks. Build linkages with the private sector, multinational corporations and international development agencies for the transfer of technology, innovation and best practice to SMEs in developing countries.
  • Brief, guide and supervise the work of consultants across the different packaging sub-sectors, including metal, glass, plastics, paper and board, printing and packaging design technology. Identify and select ITC's Roster of packaging consultants qualified to provide technical assistance in specialist packaging topics to packaging professionals, trainers and others, involved in the packaging sector in developing countries.
  • Keep abreast of ongoing developments in packaging, including import country regulations. Managerial duties
  • Take the lead to optimize synergies between the sectoral expertise and enterprise expertise of ITC to ensure better integration of the practice areas and provide value added products and service delivery to exporting SMEs and partner institutions.
  • Build on existing good practices in place at ITC and in the EC Section. Ensure that the products and services offered are coherent and complement the other technical support activities for exporting businesses.
  • Manage relationship with donors and partners, as needed, in the context of the export packaging programme.
  • Perform other duties as required.

ELIGIBILITY CRITERIA

EDUCATION

  • Advanced university degree in Science, Engineering, Management or a related field.

Note

A candidate possessing a first level university degree in science, engineering, management or a related field, may be accepted with a minimum of nine years of relevant professional experience.

WORK EXPERIENCE

  • A minimum of seven years of postgraduate professional experience at a progressively higher level of responsibility in several aspects of the packaging sector, in packaging producing and/or user industries or in packaging research and training organizations.
  • Part of this experience should have been in developing countries and/or economies in transition and, should have preferably included work in a specialist advisory capacity in the packaging field.
  • Track record of concrete achievements in the area of export packaging.
  • Track record in leading and managing teams and complex projects/programmes managed by results.
  • Experience in the development of streamlined and efficient methodologies, tools and guidelines for capacity building and advisory solutions in the area of export packaging.

DESIRABLE EXPERIENCE

  • Experience in the planning and operations of packaging service organizations. Experience within the context large global value chains.
  • Knowledge of ITC's business and services.

LANGUAGES

  • Advanced knowledge of English with a working knowledge of French or Spanish.
  • Knowledge of other UN official languages is an asset

  • Very good understanding of the international technical cooperation and its context under the thematic area of private sector development.
  • Excellent knowledge of typical SME needs and constraints in a developing country context.
  • Ability to identify clients' needs and translate them into optimum solutions based on ITC's export packaging offer.
  • Project design and management methodologies, processes and standards.

TERMS OF SERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVE ANNUAL SALARY AT THE P-4 LEVEL

Annual Salary (net of tax)

Starting from $ 67,483, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary a monthly post adjustment is paid. The rate as at March 2015 is 92.4% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
