The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate (CS) – Information Technology Department (IT), Information Technology Management Office (ITMO),  at its headquarters in Luxembourg, an:

IT Transversal Project Manager

The term of this contract will be 4 years

 The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.       

 

Purpose

The primary role of the Information Technology Management Office Division is to provide transversal value-added services (Budget Management, Sourcing Management, Program and Portfolio Management, Enterprise Architecture, IT Communications, Infrastructure Services and Transversal Project Management) to the rest of the IT Department and to drive and manage other initiatives such as providing strategy and vision with regard to Technology or ensuring alignment between business and IT.

The IT Transversal Project Manager will plan, coordinate and report on IT projects involving resources from multiple areas of IT and business services.  In particular, in case of reorganisations in business areas of the Bank, the candidate will be responsible for the central coordination of all activities related to adaptations in IT systems and applications, including the facilitation of organizational decisions that may have an impact on IT systems.

A typical staff reorganisation project includes a large number (20-50) of active, internal and external stakeholders, each of them executing small (10-30 m/d) tasks to be planned, coordinated and monitored.

Operating Network

The successful candidate will report to the IT Management Office Head of Division in the first instance and to the Head of a future Transversal Project Management Unit at a later stage, within the IT Management Office Division.

He/she will work closely with members of other IT divisions and business users who are involved in those projects.

He/she will also interact with EIB staff at all levels to ensure that the relevant decisions are taken in due time, that project deliverables are achieved in time, within budget and at the agreed level of quality, and that the relevant management staff is informed of the progress.

He/she will maintain contacts with relevant suppliers and vendors.

Accountabilities

The IT Transversal Project Manager will be responsible for: 

  • Following the policies in place for IT services as well as the applicable methodology related to project management (SDLC), and propose improvements in order to enable IT to deliver in line with the business strategy of the organisation and follow internal/external IT trends and developments
  • Proposing actions to facilitate/streamline the staff reorganisation activities, in light of previous reorganisation experiences
  • Taking ownership of assigned projects and acting as a key driver to align IT and Business; this may include:
  • Formulating business cases and project plans, including budget, scope, resources and timing in the relevant SDLC documents – especially the Project Charter
  • Setting up and supervising project teams according to the definitions in the Project Charter, and ensure that tasks are structured and allocated accordingly
  • Establishing and managing Steering Committees, report to the IT Project Management Office Unit and to any other relevant bodies on project progress
  • Managing, coordinating, supervising and executing assigned projects, in order to ensure successful delivery; this may include:
  • Providing guidance to the project team and supervising all activities related to the project including planning, assignment and review of project tasks, and intervening when necessary
  • Ensuring corrective and evolutionary maintenance and support strategy is in place for systems going into production as a result of a project
  • Managing contracts and invoices with external service providers according to purchasing procedures
  • Reporting periodically on the results of the project team
  • Ensuring that all team members involved in projects have the right competencies, objectives and motivation in order to ensure successful execution; managing team members’ time and allocation within the remit of the assigned projects

Qualifications

  • Full University degree in computer science or related discipline
  • Project Management Certification, either Prince2 or PMP/PMI would be an advantage
  • At least 3 years of work experience as a Project Manager in IT would be an advantage
  • Experience working in multicultural teams with individuals of various technical and functional backgrounds (IT infrastructure, package implementation and integration, bespoke developments)
  • Experience working in a team-oriented collaborative environment
  • Fluent in English. A good knowledge of French would be an advantage (*)

Key technical/professional knowledge and skills

  • Excellent knowledge of project management principles and best practices
  • Proven record of project management success, both in results achieved and in use of methodologies
  • Good knowledge of IT services, related best practices and market trends
  • Good knowledge of the Bank’s IT landscape and its related processes/procedures would be an advantage
  • High-level knowledge of some of the following areas:
  • Infrastructure: Linux, Windows, virtualisation, Oracle, Sybase, ESB
  • Productivity: document management, Sharepoint, MS-Office, reporting tools
  • Applications: front-back banking systems, ERP
  • Software development: J2EEIT contracts: fixed price, managed services, hosting, off-the shelf packages implementation and upgrade
  • Business: finance, corporate administration

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
