Sector Engineer – Water and Environmental Services for the Task Force for Ukraine

This is full time position

The term of this contract will be 3 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.

The EIB has recently set up a Task Force in order to support its lending effort in the Ukraine. The role of the Task Force for Ukraine (TFU) will be to strengthen and accelerate the Bank's operations in this country and to reinforce the EIB’s capacity to intervene rapidly with early recovery investments in Ukraine. In order to fulfil its mission, the TFU will extensively co-operate with Ukrainian authorities, work closely with the EC, in particular with the EU Task Force and co-ordinate with other IFIs and donors.

The Project’s Directorate, which is primarily responsible for appraising the viability of EIB financed projects, is made up of four sector departments (Transport, Energy, Environment & Regional development, and Innovation). Selected candidates for the TFU will be assigned to one of these departments depending on their sector specialisation.

Purpose

The Sector Engineer assesses, within multi-disciplinary teams, the technical viability and environmental sustainability of projects and programmes in accordance with EIB's procedures. Together with the EIB water and waste sector team, s/he will work to build up a portfolio of projects in Ukraine in the water and environmental services sector, and to structure a programme management and monitoring system for these sectors in Ukraine within the context of EIB’s overall portfolio and support its implementation. S/he will develop technical best practise and development of sector approaches and reform measures.

Operating Network

The successful candidate for this post will be part of the TFU and will be assigned to the Water and Waste (W&WM) Division. S/he will report to the Head of Division and work in close contact with the other professional staff of the Environment and Regional Development Department, other PJ departments and EIB staff, notably those participating in lending operations, as well as other staff working on the task force. S/he will need to work with a high degree of autonomy, maintaining external contacts with firms, organisations, public authorities and EU institutions, as appropriate and representing the EIB at high level meetings with Ukrainian and EU counterparts and/or at external events. Participation in horizontal tasks within the ERD department may also be envisaged.

Accountabilities

  • Assist in project identification as well as early stage and final technical, financial, economic and environmental and social appraisal of potential projects for financing by the EIB. Prepare incisive and concise reports in relation to projects and their suitability for financing by the EIB
  • Maintain relationships with individual beneficiaries through the project cycle, in close cooperation with the sector and lending teams of the EIB
  • Prepare ToR for the procurement of consultants for project preparation and sector studies and supervise the intermediate and final deliverables of those consultants in the context of the management of the EIB’s own and donor funding (including the European Commission) for relevant project development and implementation objectives. Take part in/manage procurement of these consultants, in accordance with the source of funding
  • Assist in developing particular aspects of the EIB’s approach to water and environment investments in Ukraine, including:
    • Standard general and particular specifications for procurement of goods and works in the relevant sectors
    • Development and dissemination of best practise in project design, including sound design of resource efficiency and service improvement projects, EU compliant water/wastewater service provision, solid waste management and water resource management
  • Advise ministries and beneficiaries in aspects of programme/project management, design, procurement and implementation and in areas of particular expertise of the candidate
  • When required, to follow up on particular aspects of implementation, including monitoring of procurement and physical delivery
  • Track the evolution of the legal and regulatory framework for the projects as well as the applicable EIB lending policy, including active representation at selected sectorial events, and liaise closely with EU institutions and international organisations on water and environment policy/sector questions. Drafting sector, policy and other papers related to water and environment matters when required
  • Where justified initiate and support studies and other measures aimed at addressing sector issues
  • Assist the water and waste team in project identification, appraisal and monitoring activities in other geographical regions

Qualifications

  • University degree in engineering in relevant fields for the type of projects concerned in this post
  • A post-graduate degree at Master’s level or equivalent would be an advantage and a multidisciplinary background an asset
  • Minimum of 8 years’ of professional experience in the water and environment sectors, covering the main aspects of the project cycle (feasibility, design, works implementation, management and operation)
  • Significant experience with concrete project development/design in one of the relevant sectors
  • Knowledge of key European policies and/or directives for the relevant sectors
  • Good knowledge of the water and environment sector in the Eastern Neighbourhood, specifically Ukraine. Understanding of the typical project cycle in this region will be an advantage.
  • Procurement experience. Experience with preparation and management of consultants will be an advantage
  • Excellent knowledge of English and French (*). Working knowledge of either Russian or Ukrainian would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
