Networks/Generation and Energy Efficiency for the Task Force for Ukraine and EC-EFI Municipal Project Support Facility

This is full time position

The term of this contract will be made on the basis of a 3 or 4-year contract

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.

The EIB has recently set up a Task Force in order to support its lending effort in the Ukraine. The role of the Task Force for Ukraine (TFU) will be to strengthen and accelerate the Bank's operations in this country and to reinforce the EIB’s capacity to intervene rapidly with early recovery investments in Ukraine. In order to fulfil its mission, the TFU will extensively co-operate with Ukrainian authorities, work closely with the EC, in particular with the EU Task Force and co-ordinate with other IFIs and donors.

In parallel, an EC-EFI Municipal Project Support Facility (MPSF) has been set-up to operate in the countries of the Eastern Partnership, to be financed under the EU Neighbourhood Investment Facility (NIF), with the EIB as the lead institution. The MPSF will assist municipalities in preparing and implementing investments in sustainable municipal services while protecting and preserving the urban environment, supporting investment projects with regard to energy efficiency in all urban sectors.

The Project’s Directorate, which is primarily responsible for appraising the viability of EIB financed projects, is made up of four sector departments (Transport, Energy, Environment & Regional development, and Innovation). Selected candidates for the TFU will be assigned to one of these departments depending on their sector specialisation.

Purpose

The Sector Engineer assesses, within multi-disciplinary teams, the technical viability and environmental sustainability of projects and programmes in accordance with the Bank's procedures. S/he also prepares studies related to energy matters and contributes to the development of EIB energy objectives. Her/his activities will focus on (i) electricity generation based on conventional power stations, including hydroelectric, petroleum production, and energy transmission/distribution networks; or (ii) energy efficiency projects across all sectors of the economy (e.g. buildings and industry) and small energy projects, including combined heat and power (CHP) and district heating.

Operating Network

The successful candidates will be part of the TFU and will be assigned to the Networks and Conventional Power Division (ENSEC) and the Energy Efficiency and Small Scale Energy Projects (EE&SE) Division, both within the Energy Department. S/he will report to the respective Head of Division and work in close contact with the other professional staff of the Energy Department, other PJ departments and Bank staff, notably those participating in lending operations, as well as other staff working on the task force. S/he will need to work with a high degree of autonomy, maintaining external contacts with firms, organisations, public authorities and EU institutions, as appropriate and representing the Bank at high level meetings with Ukrainian and EU counterparts and/or at external events. Participation in horizontal tasks within the ENERGY department may also be envisaged.

Accountabilities

  • Ensure technical assessment, within multidisciplinary teams, of investment projects and programmes concerning electricity generation and networks, including hydrocarbon production and transport, and energy efficiency and co-generation projects (as defined above), including compliance with EU and Bank's environmental and procurement policies, to the required quality standards
  • In the context of the assessment indicated above:
    • Cooperate closely with the Lending Directorates and provide assistance to the early screening of investments.
    • Prepare incisive appraisal and monitoring reports of projects and programmes in order to determine if they can be co-financed by the Bank 
  • Prepare technical specifications for the procurement of consultants and supervise the intermediate and final deliverables of those consultants in the context of the management of project development assistance funds received from donors (and namely the European Commission)
  • Monitor on-going projects in order to verify their alignment with the agreed objectives, EIB safeguards and prepare the corresponding project completion reports after the last disbursement
  • Track the evolution of the legal and regulatory framework for the projects as well as the applicable Bank lending policy, including active representation at selected sectorial events, and liaise closely with EU institutions and international organisations on energy policy/sector questions
  • Produce sector, policy and other papers related to energy matters when required

Qualifications

  • University degree in engineering in relevant fields for the type of projects concerned in this post
  • A post-graduate degree at Master’s level or equivalent would be an advantage and a multidisciplinary background an asset
  • Minimum of 8 years of professional experience in the energy sector covering the main aspects of the project cycle (feasibility, design, development, management and operation) and in particular in relation to energy efficiency and co-generation projects and programmes
  • Good knowledge of the energy sector including the EU policies and regulatory aspects with relevance in the area of energy efficiency and co-generation
  • Good knowledge of environmental and procurement aspects. Knowledge about Energy Service Companies would be considered as an advantage
  • Experience with Eastern Neighbourhood countries, in particular the Ukraine would be an advantage
  • Excellent knowledge of English and French (*). Working knowledge of either Russian or Ukrainian would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
