Organizational Setting and Reporting

Located within the Office of Assistant Secretary General for Department of Field Support, the Operational Support Team (OST) will support the Assistant-Secretary General in strengthening operational integration, coordination and monitoring across the Department of Field Support, with a focus on ensuring integrated program delivery across the mission support components in field operations, monitoring and evaluation, cross cutting policy development, analytical capacities and crisis response. The Programme Officer reports to the Senior Operations Officer.

Responsibilities

The Programme Officer will develop, monitor, and analyze support requirements for coordinated support to field missions in the initial start-up, crisis, transition, and downsizing phases of a Mission, including:

  • S/he will review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions
  • Liaise with relevant stakeholders; ensure proper follow-up actions
  • Support transition strategies by assisting in the development of integrated concepts and overall support plans, including the resolution of complex and cross-cutting operational needs
  • S/he will act as the liaison between Headquarters staff and field missions for complex and cross cutting operational support matters
  • Participate in strategic and technical assessments, capability studies, and cross cutting projects related to the provision of support to field missions;
  • Within delegated authority, s/he will lead and/or participate in field missions, draft mission summaries
  • Perform other related work as required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, public administration, engineering, law, programme management, related to field support in peace operations, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or a related area is required. Experience, in the provision of support operations or in an area associated with peace operations is desired. Experience in analytical and situational awareness functions in complex environments is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desired. Knowledge of another UN official language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
