Organizational Setting and Reporting

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Urban Basic Services Branch (UBSB), Barcelona duty station. The Humans Settlements Officer will contribute to the strategic operational support component of the Global Water Operator's Partnerships Alliance (GWOPA) work program and strengthen regional Water Operators' Partnerships (WOPs) platform and the coordination of WOPs in Africa. The incumbent reports to the Senior Programme Manager heading the GWOPA Secretariat.

Responsibilities

The Programme Management Officer will perform the following duties

(1 Assist to develop and implement the GWOPA Secretariat work programme by:

  • Participating in advisory and consultation missions ;
  • Providing guidance and support to GWOPA regional and development partners;
  • Providing input to the preparation and submission of status reports.

(2) Deliver Strategic Operational Support by:

  • Providing strategic support to the regional WOPs and assisting to develop and monitor the delivery of regional annual work plans;
  • Facilitating, supporting, monitoring, and documenting all WOPs that happen in Africa;
  • Facilitating discussions and clarification of needs between WOP partners in Africa;
  • Liaising with relevant regional partners on issues related to WOPs;
  • Working in close collaboration with the African Water Association and supporting them to run the regional WOP platform;
  • Developing, moderating and updating an online information database and communication portal for the WOP community of practice in Africa.

(3) Deliver GWOPA capacity building activities by:

  • Developing strategic collaboration with partner institutions;
  • Contributing to the existing online library of learning materials for water operators;
  • Assessing GWOPA's website to identify gaps and suggesting action needed;

(4) Contribute to the Implementation of UN-Habitat work programme by:

  • Contributing to UN-Habitat efforts for coordination of programme priorities, inter-divisional collaboration and corporate alignment.

(5) Undertake any other duties within the incumbent's area of competence which may reasonably be required.

Education

  • Advanced University degree (Master's degree or equivalent) in civil engineering, urban or regional planning, or physical sciences in a relevant field.
  • A first-level university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in water and sanitation development, sustainable development, poverty issues, network support or related field. Experience in Water Operators Partnerships would be considered as a very strong asset.
  • Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages

  • English and French are the working languages of the United Nations Secretariat.
  • For this position fluency in oral and written English is required.
  • Knowledge of other UN languages would be considered an asset.

Assessment Method

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
