Purpose of the Position

Under the overall guidance of the Deputy Director, Operations and Finance, the incumbent of this post will be responsible for developing and implementing overall procurement strategies and activities for Private Fundraising and Partnerships (PFP). This involves planning, coordination, implementation, monitoring and control, and guidance to staff in the procurement unit. The incumbent will also ensure the timely and cost effective delivery of goods and services for all customer sections/units within the Division and within the Geneva HQ environment.

Key Expected Results

  1. Develop and maintain the strategic role of procurement in provision of cost effective and efficient supply and service solutions that contribute to achievement of broader section, division and organizational objectives. Act as principal adviser on procurement to units within PFP and other sections/divisions in UNICEF Geneva on issues related to procurement of goods and services. Develop tools and guidelines to assist customer units in procurement activities. Ensure that risk assessments are undertaken as needed particularly for large value procurement or multi-year contracting in consultation with relevant business owner.
  2. Secure compliance with Financial Rules & Regulations, General Terms & Conditions, and Auditor's recommendations/observations in all procurement activities. Provide guidance to staff of the procurement and customer units in all related rules and regulations. Responsible for final clearance of all Invitations to Bid, Requests for Proposal, Award Recommendations, CRC Submissions, Contracts, and Long Term Agreements (LTAs) related to contracting for goods and services. Direct negotiations with suppliers on major contracts and coordinate all Long Term Agreements (LTAs). Also undertake procurement activities directly as and when required.
  3. Plan, direct and coordinate the work of the Procurement Unit - responsible for development and implementation of the unit work-plan, set objectives for the unit and for procurement staff, assign responsibilities, establish training plan for the unit, and evaluate performance of staff against individual workplans. Analyze procurement related work processes, systems and contract arrangements to continuously simplify, improve efficiency and reduce complexity.
  4. Provide advice and guidance to UNICEF Country Offices on issues related to contracting for private sector fundraising activities - including effective use of Long Term Agreements (LTAs) for multi-year requirements.
  5. Develop and maintain appropriate supplier performance management system, including processes and controls, to ensure that records are kept updated, and results of supplier performance evaluations are monitored and information is used to continuously improve sourcing and supplier relationship management.
  6. Support UNICEF National Committees in identifying opportunities to achieve savings as well as effectiveness and efficiency gains through consolidating procurement requirements across countries.
  7. Responsible for long term commercial relationship with LTA suppliers, ensure that prices and rates are adhered to, remain competitive over the lifetime of the contract and ensure that suppliers achieve a high level of invoicing accuracy.

Qualifications of Successful Candidate

  • An advanced university degree (Master's) in Business Administration, Management, Economics, International Development, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/Commercial Law or a directly-related technical field(s) is required. A valid professional certification (CSCP; SCCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree.*
  • A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in supply, procurement, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree (Master's).
  • A minimum of eight (8) years of relevant experience, at the national and international levels, in supply, logistics, procurement, purchasing, contracting, administration and/or other related technical fields is required.
  • Previous knowledge and hands-on experience in contracting for services is required.
  • Previous hands-on experience in a supervisory/managerial capacity is required.
  • Fluency in English (verbal and written) is required.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian and Spanish) is considered an asset.
