Organizational Context

The post is located in the Data Development Section of the Economics and Statistics Division. This Division is responsible for providing accurate, comprehensive and timely statistical information on the performance of the IP system worldwide; and providing high quality empirical analysis addressing economic challenges in the international IP system and assessing the economic effects of IP policy choices.

The incumbent contributes to developing and maintaining the Division's data infrastructure, and provides inputs to a variety of division activities.

The incumbent works under the supervision of the Head of the Section and in close cooperation with the Division's economists and statisticians, programs throughout WIPO, national and regional IP offices and inter-governmental organizations.

Main duties

The incumbent will perform the following principal duties

  • Maintain, update and contribute to the development of statistical databases, containing rich bibliographic information, in the fields of patents, trademarks and industrial designs, including IP activity both at national IP offices and under the PCT, Madrid, and Hague systems.
  • Collect IP statistics and methodological information from national and regional IP offices through the annual WIPO statistics survey; ensure the quality of collected IP statistics for accuracy, consistency and comparability.
  • Provide inputs, including written text, to the Division's statistical and economic publications.
  • Contribute to the development and implementation of name matching methodologies that enable statistical aggregation by individual applicants and the merging of IP data with firm performance data for economic research.
  • Contribute to the development and maintenance of information technology (IT) applications that facilitate customized statistical reporting.
  • Provide support to internal and external IP data users, including responding to enquiries and data requests and providing guidance on the interpretation of data.
  • Participate in the activities of the Division, including supporting the work of the other Sections.
  • Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential

  • Advanced university degree in statistics, mathematics, computer science or a related discipline.

Experience

Essential

  • At least three years of professional experience in the field of database management, collection and processing of statistics, micro data analysis, or a related field.

Desirable

  • Experience in the field of IP.

Skills

Essential

  • Strong IT skills, especially with regard to statistical software (e.g., MS Excel, STATA) and database programming (e.g., SQL).
  • Excellent analytical and organizational skills.
  • Ability to exercise sound and expert judgment and initiative.
  • Excellent report drafting skills.
  • Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Additional Information

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
